Priority Criteria

The Washington State Liquor and Cannabis Board (WSLCB) will assign a licensing investigator according to your designated priority. Your application’s priority will be designated by the documents you provide. Documents must be submitted within 30 days, or your application will be withdrawn. 

Identify which priority you qualify for. You are required to submit ALL documentation that supports your application priority.

Once assigned to a priority level, you will remain in that priority even if your application is withdrawn due to failure to submit required documents, lack of location, etc. 

Priority 1  

  1. Applied to the State Liquor and Cannabis Board for a cannabis retailer license prior to July 1, 2014.
    • Verification may include:
      1. A copy of the business license from Business Licensing Services.
  2. Operated or were employed by a collective garden before January 1, 2013.
    • Verification may include:
      1. Business license showing that you had a collective garden prior to January 1, 2013; or
      2. Pay stubs from a collective garden prior to January 1, 2013; or
      3. State or federal taxes prior to January 1, 2013.
  3. Have maintained a state business license and a municipal business license, as applicable in the relevant jurisdiction.
    • Verification may include:
      1. Copy of state or municipal business license prior to January 1, 2013; and
      2. If still operating, a current copy of state or municipal business license.
  4. Have had a history of paying all applicable state taxes and fees since January 1, 2013.
    • Verification may include:
      1. A tax status letter from the Department of Revenue (DOR) to verify a collective garden is current on all applicable state taxes and fees. You can find additional information on DOR’s website.
        Note: If you are a former employee of a collective garden, you can request that the collective garden provide you with a third party access code or a copy of their tax status letter.
      2. If you are currently in a payment plan with DOR or WSLCB, you can provide a copy of your signed payment plan and a copy of tax status letter.

Priority 2

  1. Operated or were employed by a collective garden before January 1, 2013.
    • Verification may include:
      1. Business license showing that you had a collective garden prior to January 1, 2013; or
      2. Pay stubs from a collective garden prior to January 1, 2013; or
      3. State or federal taxes prior to January 1, 2013.
  2. Have maintained a state business license and a municipal business license, as applicable in the relevant jurisdiction.
    • Verification may include:
      1. Copy of state or municipal business license prior to January 1, 2013; and
      2. If still operating, current copy of state or municipal business license.
  3. Have had a history of paying all applicable state taxes and fees since January 1, 2013.
    • Verification may include:

Priority 3

  1. Completion of the cannabis Priority Verification form.
