Attn: Craft Distillers
There are important changes coming to Washington’s system of liquor sales and distribution as it pertains to your license. Initiative 1183 modifies RCW 66.24 applying to distillers, allowing several new privileges related to sales of spirits of their own production, distributing, and off‐site warehousing. Please read the below message that was also sent via email and hard copy.

Under Initiative 1183, a new section is added to RCW 66.24 applying to distillers:
- May act as a retailer and/or distributor to retailers (selling for consumption on or off the licensed premises), spirits of its own production;
- Any manufacturer, importer, or bottler of spirits holding a certificate of approval may act as a distributor of spirits it is entitled to import into the state; and
- An industry member operating as a distributor under this section may maintain a warehouse off the distillery premises for the distribution of spirits of its own production to spirits retailers within the state, if the warehouse is within the United States and has been approved by the board.
The Board shall by rule provide for issuance of certificates of approval to spirits suppliers.
